New Delhi(PTI): As the Delhi chief minister Arvind Kejriwal along with Deputy chief minister Manish Sisodia met the President to apprise him of the situation in the national capital, their stand in the confrontation with the Lt governor office only seems to harden. The Aam Aadmi Party on Tuesday bypassed Lt Governor Najeeb Jung's order and appointed senior bureaucrat Arvind Ray as Principal Secretary of general administration department. Jung also met the President on Tuesday and pointed out that there was a constitutional crisis in the state. The AAP dispensation accused Jung of bypassing the city government.


Hours before Kejriwal scheduled meeting with the President, the Lt governor in a sudden turn of events called on Pranab Mukherjee and reiterated about his stand over the recent appointments of key bureaucrats in Delhi government.

Briefing the President about issues relating to posting and transfer of bureaucrats, Jung purportedly stressed that it was a "constitutional crisis-like situation in Delhi." The Lt governor also met the home minister Rajnath Singh and informed him about his stand-off with the AAP government on appointment of acting chief secretary Shakuntala Gamlin. During the 15-minute meeting, Jung informed the home minister about the circumstances leading to the appointment of Gamlin and the process followed in doing that.

"Despite having a democratically elected government, he (Jung) is bypassing the chief minister and ministers and issuing instructions to officers. He is even threatening them with transfers if they do not follow his orders. But after that, he has been appointing officers bypassing the elected government. He is even interfering in the appointments of secretaries and directly ordering them," he added.

On Monday, Majumdar had found his office in Delhi Secretariat locked. Majumdar was removed on Saturday after he issued an order notifying the appointment of Gamlin as acting chief secretary.

The charge of general administration department as well as services department was given to Rajendra Kumar after Anindo Majumdar was divested of both the responsibilities by the AAP government. The Lt governor, on the same evening, had declared the order to transfer Majumdar "void".

Gamlin made a punching bag
Meanwhile members of Northeast community held a protest outside Delhi Secretariat and alleged that Shakuntala Gamlin was being used as a "punching bag" in the political fight. The current spate of confrontation started when Shakuntala Gamlin was appointed as the acting Chief Secretary.
